Series of Dialogues in Support of Decentralisation Reform

To support decentralization processes and to promote dialogue approaches in addressing potentially conflict situations the OSCE Project Coordinator in Ukraine and the Ministry of Regional Development, Housing and Communal Services of Ukraine conduct a series of round tables in the dialogue format in the regions. These events are aimed at facilitating the process of voluntary joining of territorial communities to the cities of regional significance in separate regions of Ukraine by discussing important aspects and possible risks of the consequences of such joining among all stakeholders. The events are intended to gather representatives of territorial communities, local authorities, local self-government bodies and civil society, experts and officials from central governmental authorities.
Among the issues to be discussed there are a perspective plan for amalgamation of territorial communities; existing or planned cooperation among communities; a possibility of holding elections in the newly formed communities; general plans for communities development and their compatibility; benefits from joining, including financial benefits; sectoral aspects: medicine - network of rural ambulance stations, centers for provision of administrative services - network and services, education – plan for distribution of establishments, transport Infrastructure, including public transport.
Dialogues will be held on the following schedule:
- 12-13 September 2018 - Mariupol, Donetsk region
- 3 October 2018 - Kaniv, Cherkasy region
- 17 October 2018 - Kharkiv
- 7-8 November 2018 - Severodonetsk, Lugansk region
- 28-29 November 2018 - Mukachevo, Zakarpattia region
The events are conducted in the framework of the project “Facilitating Dialogue on Reforms in Ukraine”.
