Prior to taking up the agenda, the Chairperson, on behalf of the Permanent Council, welcomed the new Permanent Representative of Denmark to the OSCE, Ambassador Torben Brylle, and the new Permanent Representative of Serbia to the OSCE, Ambassador Vuk Žugić. Address by the Tánaiste (Deputy Prime Minister) and Minister for Foreign Affairs and Trade of Ireland, H.E. Eamon Gilmore. Presidential elections in the Russian Federation, to be held on 4 March 2012.
