Description
The conference aims to discuss, explore and elaborate on how emerging technologies can be used in the fields of international security and democracy. The conference follows a series of inter-regional conferences on the subject of transnational threats and challenges, initiated and organized by the Republic of Korea in 2017 with the support of the OSCE Secretariat. The event is organized in line with OSCE Ministerial Declaration No. 2/20 which encourages the Asian Partners to continue to make use of existing OSCE mechanisms, including the Partnership Fund valuing Asian Partner-promoted initiatives, which address topics covering the politico-military, the economic and environmental and the human dimensions of the OSCE’s comprehensive concept of security.
Participants from OSCE participating States, OSCE Asian and Mediterranean Partners for Co-operation, and ASEAN Member States, selected representatives from international and regional Organizations, as well as from the public sector and academia will contribute to the discussions.
Agenda
Session 1 will focus on the impact of new and emerging technologies and their implications on international security developments, explore issues where inter-regional cooperation between governments is deemed essential, identify the potential role of relevant governmental and non-governmental stakeholders and elaborate on trends that facilitate collaboration in the international arena.
Session 2 will discuss the impact of emerging technologies such as AI on freedom of expression and the protection of human rights, while addressing how algorithmic biases can hinder the promotion of equal opportunities, non-discrimination and gender equality. Digital transformation, the benefits and challenges of utilizing technology for e-governance as a tool to foster democracy will also be considered.
In addition, there will be a panel discussion “Best practices for privacy and data protection in e-commerce”. This panel will focus on data protection in t -commerce, explore privacy challenges and the protection of digital rights resulting from emerging technologies and elaborate on ways to strengthen inter-regional privacy measures, particularly resulting from novel AI tools such as ChatGPT. It will include private sector representatives sharing best practices on data and privacy protection.
