The Parliamentary Assembly's Eighth Annual Session began in St. Petersburg, focusing on the theme "Common Security and Democracy in the Twenty-first Century".
During this session, the PA decided to send a Democracy Team to Kosovo to contribute to the rebuilding of civil society. It also proposed to establish an OSCE rapid reaction capability through the identification of suitable, qualified and trained civilian personnel.
The parliamentarians restated their call to have "approximate consensus" in OSCE decision-making, something they have encouraged since the 1994 Annual Session in Vienna.
In St. Petersburg, it was announced that the winner of the OSCE Prize for Journalism and Democracy, CNN's Christiane Amanpour, will put her $20,000 award money towards projects developing free and professional media in Kosovo.
