At its First Annual Session, the OSCE Parliamentary Assembly accepted the Danish Parliament's invitation to establish an International Secretariat in Copenhagen. Denmark agreed to provide full international diplomatic status, privileges and immunities.
Parliaments of all OSCE participating States would be entitled to be represented in the Assembly according to the size of the population of the country. Initially composed of 245 parliamentarians, the Assembly has since expanded to 317 to accommodate the increased number of OSCE participating States.
This first session of the PA produced the Budapest Declaration, which called for an urgent ceasefire between the parties involved in the conflict in the eastern part of Moldova. It also asked for immediate measures in obtaining the neutrality of the 14th Army of Russia with a view to obtaining its complete withdrawal.
