Synthesis Report of OSCE Outcome Harvesting Initiative

It draws on 54 outcome stories submitted by OSCE field operations, institutions and the secretariat. These stories describe behavioural, relational and institutional changes to which the OSCE plausibly contributed with its practical work in the OSCE region over the last 20 years—ranging from reforms in policing and media pluralism to cross-regional legal co-operation and public accountability.
The report identifies patterns across the outcomes and highlights thematic clusters that offer insights into how OSCE-supported initiatives contributed to change within the OSCE region. It supports internal learning and strategic reflection by demonstrating the nature and breadth of the OSCE’s contributions across its three dimensions of security. Four case studies explore significant change pathways more in-depth, while the annex provides summary snapshots of all outcome stories harvested from OSCE staff.
