Comparative Review of National Rapporteur Models on Trafficking in Human Beings in Select OSCE Participating States

This paper presents the results of a comparative analysis of the National Rapporteur mechanism on Trafficking in Human Beings in five OSCE participating States with established practices: Belgium, Finland, Ireland, the Netherlands and the United Kingdom. The report assesses the legislative framework, institutional set-up, mandate, guarantees of independence and the impact of this mechanism on the functioning of the system for combating trafficking in human beings and providing support to people affected by this crime. The study was conducted to provide stakeholders in Ukraine with an analytical basis for making decisions on the establishment of an appropriate national mechanism that would enable independent monitoring and evaluation, strengthen accountability, intersectoral coordination and strategic oversight of combating trafficking in human beings in the country.

The report was prepared within the framework of the OSCE Support Programme for Ukraine Project No. “Strengthening Ukraine’s Capacity to Counter Trafficking in Human Beings through Institutional Reform and Strategic Capacity Development”, which is implemented at the request of the Ministry of Social Policy, Family and Unity of Ukraine (Ministry of Social Policy).
