Dr. Serge Rumin

Dr. Serge Rumin (PhD), born in 1961, is serving as Special/Senior Advisor on Dealing with the Past, Mediation and Dialogue at the State Secretariat of the Swiss Federal Department of Foreign Affairs, since 2013. He leads or supports various political dialogue process. He is specialized in political, social and institutional processes in conflict and post-conflict environments. For the last 30 years, he worked mainly in the field of dealing with the past, including state institution reform to restore/optimize main state services preventing recurrence of conflict and the establishment and/or facilitation of processes bringing together a large diversity of stakeholders to establish mechanisms aiming at reconciliation. He has worked with senior government officials, including at the presidential and ministerial level, civil society organizations, including victims’ associations such as veterans and representatives of missing persons. Dr. Serge Rumin worked in numerous contexts in the Balkans, the Middle East, the Caucasus, Africa and Asia. He obtained a PhD in sociology from the University of Paris-Dauphine with a thesis on “The action of the international community in post-conflict situations” and a master's degree in international law and political science from the University of Aix-en-Provence, where he used to teach.
