Charter of Paris for a New Europe

21 November 1990

The OSCE’s role in the conflict cycle is based on the provisions of the 1990 Charter of Paris for a New Europe, which established the Conflict Prevention Centre to support the OSCE participating States in preventing violent conflicts, resolving them peacefully should they occur, and managing rehabilitation efforts after a conflict.

The Challenges of Change

10 July 1992

The States further enhanced this conflict prevention and resolution role in the final document of the 1992 Helsinki Summit, The Challenges of Change, and created a body with a very specific early warning function: the High Commissioner on National Minorities.

Decision No. 3/11 on elements of the conflict cycle, related to enhancing the OSCE’s capabilities in early warning, early action, dialogue facilitation and mediation support, and post-conflict rehabilitation

Nearly two decades later, in 2011, the Vilnius Ministerial Council systematically strengthened the OSCE’s capacities for conflict prevention and resolution, crisis management, post-conflict rehabilitation and peacebuilding.
