The agreement marked a step forward towards resolving tensions surrounding the issue. It called for a CSCECSCE
Conference on Security and Co-operation in Europe representative to participate in the work of the Commission, which would make recommendations on the issuance of residence permits. The Representative would also keep the Chairman-in-Office informed of the Commission's work.
Captain Uwe Mahrenholtz of Germany was appointed OSCE Representative to the Estonian Expert Commission on Military Pensioners on 4 November.
