About
OSCE Secretary General Wilhelm Höynck delivered a speech recognizing the difficulties of transition in a post-Cold War environment, and pointing to the Helsinki Final Act for strength and inspiration. More than three hundred participants attended, including representatives of governments, parliaments, research institutes and international and non-governmental organizations.
