Over 300 parliamentarians stressed in the resulting Berlin Declaration that any measures which may restrict human rights and fundamental freedoms in response to terrorism have to fully respect international law and relevant OSCE commitments. These measures must be viewed as exceptional, temporary and non-arbitrary. During the session, resolutions were also passed on Belarus, Moldova, South-Eastern Europe, combating trafficking in human beings, anti-Semitic violence and Roma education.

During a special ceremony, the seventh OSCE Prize for Journalism and Democracy was presented to journalists Pavel Sheremet of Belarus and to Friedrich Orter of Austria.
