SOFIA, 11 March 2004 - The OSCE's Chairman-in-Office, Bulgarian Foreign Minister Solomon Passy, condemned Thursday's terrorist bomb attacks in Madrid and offered his condolences to the people of Spain.

"I am utterly appalled by this senseless and murderous act of terrorism and I condemn it in the strongest possible terms," he said. "This appears to have been one of the worst terrorist outrages in an OSCE participating State, striking innocent people on their way to work. On behalf of all 55 OSCE countries, I offer my deepest sympathy to the government and people of Spain and to the families of the victims."

The Chairman-in-Office said OSCE participating States in Europe, Central Asia and North America were united in their determination to stamp out terrorism and ensure there were no safe havens for terrorists anywhere.
