30th Anniversary Seminar of the Convention on Conciliation and Arbitration within the OSCE

This year marks the 30^th anniversary of the adoption of the Convention of Conciliation and Arbitration within the OSCE at the Ministerial Council in 1992. The subsequent creation of the Court in 1995 has been widely acclaimed and generated great expectations. However, the mechanisms that the Court features for the peaceful settlement of disputes have not been triggered so far.

The seminar, jointly organized by the OSCE Court of Conciliation and Arbitration, the Stockholm Centre for International Law and Justice and the Ministry for Foreign Affairs of Sweden, aims to make a critical review and to adapt its arguments to the current political context and crises while underlining its usefulness and the services it can provide.

The first part of the one-day conference will cover topics related to the origins of the 1992 Stockholm Convention, its assets and challenges as well as the obstacles faced, while looking at different methods of peaceful settlement of disputes in today’s world: arbitration, conciliation, mediation. The second part will feature a forward looking approach and scrutinize the role of the Court within the different mechanisms provided by the OSCE, keeping in mind the spirit of Helsinki. The seminar’s conclusions should allow to draw a new roadmap for the 1992 Stockholm Convention and to adapt its discourse to conflicts and challenges that Europe is facing today.

The seminar will bring together diplomats, legal advisers, representatives of academia, members of the Court and of the Bureau to explore and discuss the topic.
