Security model focus of two-day seminar in Vienna

VIENNA, 11 September 1995 - The OSCE will hold a seminar on "A Common and Comprehensive Security Model for Europe for the Twenty-First Century" in Vienna, September 18-19. The OSCE began discussions on a new security model at the instruction of heads of state and government at the 1994 OSCE Summit in Budapest. Over the past months these discussions have, as a first step, concentrated on threat perceptions and explored various challenges to security in the OSCE area. The seminar will refine and add to the discussions that have already taken place.
The two-day seminar will examine possible common responses to challenges confronting OSCE participating States. It will also look at the roles played by international organizations in addressing security problems.
A progress report on the discussions on the Security Model will be presented to OSCE foreign ministers at the December OSCE Ministerial Council meeting in Budapest. The security model discussion will continue beyond 1995, with results to be submitted to the 1996 OSCE Summit in Lisbon.
