This year marks the 10th anniversary of Ministerial Council Decision No. 3/11 on ‘Elements of the Conflict Cycle’, which has been instrumental in strengthening the OSCE’s capacities for early warning, conflict prevention and resolution, crisis management, as well as post-conflict rehabilitation and peacebuilding. Against this background, the Conflict Cycle Seminar on 17-19 May, hosted by the Swedish OSCE Chairpersonship in collaboration with the OSCE Secretariat, presents an excellent opportunity to revisit existing tools and in particular how to enhance conflict prevention and resolution efforts in practice through an inclusive ‘whole-of-OSCE approach’. Accordingly, the event will focus on the implementation of relevant instruments through joint action, enhanced co-ordination and multilateral co-operation. This includes, inter alia, strengthening women and civil society’s meaningful participation and leadership in peace processes at all levels, which is a prerequisite for sustainable peace.

The Conflict Cycle Seminar in May, as well as a second seminar to be held in autumn, will draw on recommendations identified during previous Conflict Cycle Seminars. Moreover, exchanges will be based on lessons learned and best practices from the practical implementation of relevant tools, including through the efforts of OSCE field operations, as well as OSCE mediators and Special Representatives. The events will take stock of existing instruments and explore how to make their use more efficient and effective, and how to render the OSCE’s toolbox more comprehensive and inclusive.
