The OSCE Office in Yerevan held a conference on 23 March 2016 to look at developments in the cyber security sector and related regulatory frameworks. The event was organized in co-operation with the National Assembly Standing Committee on Defense, National Security and Internal Affairs and the UK Embassy in Yerevan.
Some 60 participants from the government structures, parliament, the private sector and experts in the field participated in the event. Leading international experts and representatives of state agencies dealing with cyber security issues and cyber crime from Switzerland and UK along with local experts and state officials from the ministries of Economy and Justice, Transport and Communications, the National Security Service, the Investigative Committee, and representatives from the private sector exchanged thoughts regarding best practices.
Bernhard Frankl, Politico-Military Officer at the OSCE Office in Yerevan, said: “Addressing cyber threats in a pro-active manner is vital for the functioning of any modern state and society. Information and Communication Technologies (ICTs) have penetrated and changed our daily life dramatically. Most of us are not aware of how dependent we are on ICTs. The OSCE serves as a good platform for the exchange of expertise in information security to contribute to Armenia`s efforts in this field.”
The Chairman of the Standing Committee on Defense, National Security and Internal Affairs at Armenia’s National Assembly, Koryun Nahapetyan, underscored the importance of a systemic approach and efficient governance of the sector, as well as co-operation between state structures, the private sector and the IT community.
The OSCE tackles various cyber threats including cybercrimes and the use of the Internet for terrorist purposes. A key focus is on the development of confidence building measures (CBMs) between participating States to reduce the risks of conflict stemming from the use of ICTs.
