Training on integrity-building in the security sector for the OSCE staff in Central Asia

On 29 and 30 September, the OSCE focal points for Security Sector Governance and Reform (SSG/R) and Anti-Corruption from all five field operations in Central Asia attended a regional training course on results-oriented programming for building integrity in the security sector. The training was organized by the OSCE Conflict Prevention Centre (CPC) in co-operation with the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA), and hosted by the OSCE Program Co-ordinator in Uzbekistan.
The course focused on applying cross-dimensional SSG/R approaches to integrity-building support and benefited from the expertise of the Programming and Evaluation Support Unit (PESU) in results-based management and results-oriented programming methods. Through case studies and practical exercises, participants explored the role of integrity-building as a key element of good security sector governance. They practiced identifying integrity risks and their underlying causes, assessing needs and designing impact-oriented interventions. The course has provided an opportunity to apply SSG/R perspectives across the conflict cycle.
“Coming from the second dimension, I found the training particularly useful in exploring security sector governance from a broader, cross-dimensional perspective. The course offered a new perspective on how results-oriented programming can help the OSCE translate its work on integrity, anti-corruption and accountability in the security sector into more impactful interventions,” said Olivera Zurovac-Kuzman, Economic and Environmental Officer at the OSCE Centre in Ashghabat.
Participants also exchanged experiences across the two focal point networks and discussed opportunities for joint work among field operations. The exchange helped identify areas where closer co-operation between the two networks could strengthen the coherence and regional impact of OSCE support in Central Asia.
