The OSCE Mission to Moldova reached an agreement with the Joint Control Commission (JCC) allowing it to move freely within the security zone to investigate specific incidents and to attend meetings of the Commission.
The main purpose of the JCC, composed of representatives from Moldova and the Transdniestrian region, was to work out a new constitution for a united federal state.
