6th Ministerial Council

The Sixth Ministerial Council took place in Copenhagen under the Danish Chairmanship of the OSCE. The Ministers took note of positive examples of OSCE work in Bosnia, Albania, Croatia and Tajikistan, but also discussed the rising tensions in Kosovo.

They discussed progress in implementing Articles II and IV of Annex 1-B of the General Framework Agreement for Peace in Bosnia and Herzegovina (the 'Dayton Peace Accords').

One of the meeting's central issues was the Security Model, and the Ministers agreed on guidelines for an OSCE Charter on European Security.

They welcomed the creation of two new posts: the Co-ordinator of OSCE Economic and Environmental Activities and the Representative on Freedom of the Media.

Final Decisions and Declarations

The following final decisions and declarations were adopted at the 6th OSCE Ministerial Council in Copenhagen:

• Decision on the appointment of the OSCE Representative on Freedom of the Media
• Decision on the process of regional stabilization, as foreseen under Article V of Annex 1-B of the General Framework Agreement for Peace in Bosnia and Herzegovina
• Decision on enhancing the operational capacities of the OSCE Secretariat
• Decision on modalities for implementation meetings on Human Dimension issues
• Decision on guidelines on an OSCE Document-Charter on European Security
• Decision on OSCE Summits
• Decision on the Chairman-in-Office in 1999
• Decision on a scale for large OSCE missions and projects
