End of the CSCE Fourth Follow-up Meeting in Helsinki

The Follow-Up Meeting, which began on 24 March 1992, was a watershed in the institutionalization of the CSCE. It established new institutions, including the Forum for Security Co-operation, the High Commissioner on National Minorities, the Economic Forum and an informal Financial Committee of Experts of the Committee of Senior Officials. The Chairman-in-Office was made responsible for "the co-ordination of and consultation on current CSCE business". In addition, the functions of the Office for Free Elections were expanded and it was renamed the Office for Democratic Institutions and Human Rights.
On this day, nine States - Armenia, Azerbaijan, Bosnia and Herzegovina, Croatia, Georgia, Kazakhstan, Kyrgyzstan, Slovenia and Turkmenistan - signed the Helsinki Final Act.
