It established that the protection and promotion of human rights is one of the basic purposes of government and that their recognition constitutes the foundation of freedom, justice and peace.
The Document outlines a number of human rights and fundamental freedoms never before formally accepted in the CSCE context (i.e., the right of peaceful assembly and demonstration, the right to enjoy one's property peacefully, the rights of the child), introduces far-reaching provisions regarding national minorities and broadens the scope of the human dimension to include commitments in respect of elections.
The CSCE Conference on the Human Dimension was held in three stages, the first in Paris from 30 May to 23 June 1989, the second in Copenhagen 5 to 29 June 1990, and the third in Moscow from 10 September to 4 October 1991.
