Expanding on earlier documents, the Forum for Security Co-operation's negotiations on confidence- and security-building measures introduced new thresholds for notification and observation, and new provisions on defence planning and military contacts.
The original Vienna Document on CSBMs was agreed on in 1990, with new versions adopted in 1992, 1994 and again in 1999. It promotes confidence and security between participating States by providing for the exchange and verification of information about armed forces and military activities.
