In an important step towards increased transparency in military matters among participating States, the Forum for Security Co-operation adopted the Vienna Document 1999, an amended version of the 1994 document.
The new document marked the completion of three years of intense negotiation. It contains a number of changes and additions, including some enhancements to confidence- and security-building measures to address the changing military and technological environment.
A noteworthy addition to the new version was the chapter on regional measures, which encouraged OSCE States to increase transparency and confidence in a bilateral, multilateral or regional context.
