The CFE-1A Agreement establishes limits on military personnel levels - with the exception of sea-based naval forces, internal security forces or forces serving under United Nations command.
Unlike the CFE Treaty, the CFE-1A Agreement is politically but not legally binding. It provides that ceilings declared by each State should take effect 40 months after entering into force. It also contains provisions for information exchange, notification and verification.
The CFE Treaty came into force and the CFE-1A Agreement came into effect on 9 November 1992. The limits set in the agreements were to be reached by 16 November 1995.
