Established during the Helsinki Summit in July 1992 to discuss and make decisions on military aspects of security in the OSCE area, the Forum for Security Co-operation held its first meeting.
The Forum consists of representatives from OSCE participating States and meets weekly at the Hofburg in Vienna. Its main objectives are:
- Negotiating on arms control, disarmament and confidence- and security-building
- Holding regular consultations and enhanding co-operation on matters related to security
- Promoting ways to reduce the risk of conflicts
- Implementing agreed measures
