High-level representatives from across the OSCE region met in Vienna to discuss progress in implementing the Code of Conduct on Politico-Military aspects of Security.
During the debate, delegations reported on their implementation methods and put forward proposals and suggestions aimed at strengthening the implementation of the Code and at enhancing its wider and more consistent application.
At the request of participating States, in September 1997, the OSCE Conflict Prevention Centre conducted two seminars on the implementation of the Code of Conduct in Chisinau and Kiev.
The Code of Conduct, agreed on in 1994, governs politico-military relations between and within participating States. It reaffirms the guiding principles of the Helsinki Final Act regarding inter-state relations, while covering new topics, including the role of armed forces in democratic societies.
