Presentation entitled “Actors promoting democratic control of the armed forces – the role of ombuds institutions” by Mr. H. McDermott, project officer, Geneva Centre for the Democratic Control of Armed Forces (DCAF). Presentation entitled “The Parliamentary Ombudsman for the Norwegian Armed Forces” by Mr. R. Linaker, Parliamentary Ombudsman for the Norwegian Armed Forces, and Mr. B. Gahre, Director, Office of the Parliamentary Commissioner of the Norwegian Armed Forces. Presentations on Nordic perspectives on the current security situation in Europe and the importance of confidence- and security-building measures and transparency by Mr. S. Efjestad, Policy Director, Ministry of Defence of Norway, and Mr. J. Lagerlöf, Deputy Director General, Head of Department for Strategy and Security Policy, Ministry of Defence of Sweden (Finland, also on behalf of Denmark, Iceland and Sweden, Annex 1; Iceland, Annex 2). Situation in and around Ukraine (Ukraine, Annex 3). Briefing on the military exercise Dragon-15, conducted from 13 to 23 October 2015 (Poland, Annex 4). High-Level Military Doctrine Seminar, to be held on 16 and 17 February 2016 (Netherlands, Annex 5).

Prior to taking up the agenda, the Chairperson, Luxembourg-European Union, the Russian Federation, the United States of America, Poland, Austria, Ukraine, Canada, Serbia and Switzerland extended their condolences to the families of the victims of the terrorist attacks in Turkey. Turkey thanked the Chairperson and delegations for this expression of sympathy. Security dialogue on the “Preparation for the High-level Military Doctrine Seminar to be held in February 2016 – a theoretical view on military doctrine development”: – Presentation on military doctrine development by Lieutenant Colonel J. Hansson, Swedish Armed Forces, Policy and Plans Department; – Presentation entitled “Norwegian Joint Operational Doctrine: Heritage, revision and purpose” by Lieutenant Colonel P. Ydstebø, Norwegian Defence Command and Staff College, Department for Military Strategy and Operations. Situation in and around Ukraine (Ukraine, Annex 1). Joint Serbian-Swiss workshop on the OSCE Code of Conduct on Politico-Military Aspects of Security – review and outlook: norm setting, implementation, parliamentary oversight and outreach, held in Belgrade from 6 to 9 October 2015 (Serbia, Annex 2).
