Human rights meetings

Human rights-related events have been organized by the participating States since the mid-1980s, starting with the Meeting of Experts on the progress of Human Rights in Ottawa, from 7 May to 17 June 1985. In 1992, the OSCE organized for the first time a Human Dimension Implementation Meeting, a two-week event in Warsaw that over the years became an annual occasion, drawing in hundreds of government representatives, international experts, human rights activists and members of non-governmental organizations.

At the Human Dimension Implementation Meetings, the participants regularly discuss the implementation of commitments in this area the participating States have adopted by consensus. In some cases, these meetings also provide a rare opportunity for non-governmental organizations to address their governments directly. While these events are not mandated to produce any negotiated texts, their recommendations may feed into the OSCE’s decision-making process, for example at subsequent Ministerial Council meetings.

Other such events include three Supplementary Human Dimension Meetings held each year, as well as a Human Dimension Seminar in Warsaw and, since 2022, the Warsaw Human Dimension Conference organized by the OSCE Chairpersonship. While the Supplementary Human Dimension Meetings are very focused events on specific human dimension issues, the Human Dimension Seminars are held to stimulate discussions and an exchange of information about human dimension issues of importance to the participating States.
