Early warning, conflict prevention, crisis management and post-conflict rehabilitation are at the core of the OSCE’s mandate, and remain a high priority on the Organization’s agenda. The OSCE already possesses a comprehensive toolbox of instruments, mechanisms and procedures for involvement in the various phases of a crisis or conflict situation. Nevertheless, during the Corfu Process discussions and in the lead up to the Astana Summit, participating States emphasized improving and strengthening the OSCE’s capacities in areas related to the conflict cycle – be it through enhancing the Secretariat’s analytical and operational capabilities, or supporting the OSCE Chairmanship mediation efforts or further developing and strengthening the OSCE’s role in post-conflict rehabilitation and reconciliation. In the 2011 Work Programme, the OSCE Chairmanship also took these various views into account.
The purpose of this informal meeting is to take stock of discussions over the last two years, to identify possible options for concrete ‘deliverables’ and agree on follow on actions leading towards concrete results at the Ministerial Council Meeting 2011.
