It was initiated and financed by the Permanent Mission of Germany to the OSCE with the support of the Greek Chairmanship of the OSCE.
The winners were announced in Vienna on 5 November 2009. They are:
- Oxana Andriuc and Victoria Kriukova (Moldova): Seeing with eyes closed
- Ani Harutyunyan (Armenia): You can always help - just because
- Ignacy Kolaczynski (Poland): Civil society - Where does it begin? Polish examples
- Kaarmanbek Kuluev (Kyrgyzstan): Don Quixote of Bishkek
- Ulan Shamshet (Kazakhstan): Kaznet Freedom Civic Initiative in Kazakhstan

The winners received a trip to Vienna to attend events marking the 20th anniversary of the fall of the Berlin Wall at the OSCE on 5-6 November.
They were selected by an international jury including: Alexandros Dimitrakopoulos, Counsellor, Permanent Mission of Greece to the OSCE: Uwe Petry, Counsellor, Permanent Mission of the Federal Republic of Germany to the OSCE; Martin Nesirky, Spokesperson, OSCE Secretariat; Jens-Hagen Eschenbaecher, Spokesperson, OSCE Office for Democratic Institutions and Human Rights; Graham Patterson, Web Editor, OSCE Secretariat; and Tatyana Baeva, Press and Public Information Officer, OSCE Secretariat.
