At the 13th Annual Session of the Parliamentary Assembly in Edinburgh, Chairman-in-Office Solomon Passy called for the Organization to reassess its political priorities to deal more effectively with the evolving international environment.
He noted large geographic imbalances in the distribution of the budget, with 50 per cent of resources spent in South-Eastern Europe and only six per cent in Central Asia. Passy also said that role of the Secretary General should be strengthened to provide continuity and improve the Organization's institutional memory.
