ZAGREB, 10 May 2004 - OSCE Chairman-in-Office Solomon Passy strongly condemned Sunday's terrorist attack in Chechnya, in which Chechen President Akhmad Kadyrov and a number of other people were killed.

The Bulgarian Foreign Minister called the bomb blast in Grozny "a vicious act of terrorism".

"My deepest condolences go to the relatives of the victims of this barbarous act, to the people of the Chechen Republic and to the Government of the Russian Federation," he said in the Croatian capital, Zagreb, where he is on an official trip.

Minister Passy said he believed that no goal is achievable through terrorism and no crime should go unpunished.

"I hope this tragic act will not harm efforts to normalize the situation in the Chechen Republic and improve the lives of its people," he added.
