OSCE Chairman welcomes voluntary surrender of ex-Serbian President Milutinovic to ICTY

THE HAGUE, 20 January 2003 - The OSCE Chairman-in-Office (CiO), Netherlands Foreign Minister Jaap de Hoop Scheffer, welcomes the voluntary surrender of former Serbian president Milan Milutinovic to the United Nations International Criminal Tribunal for the former Yugoslavia (ICTY) in The Hague.
Minister de Hoop Scheffer expressed the hope that the transfer of Mr. Milutinovic would mark a further step towards full co-operation with ICTY by the Federal Republic of Yugoslavia (FRY) authorities.
According to the Dutch CiO, "full co-operation with ICTY by countries in the region would serve as further proof of the countries' commitment to internationally established principles of rule of law".
In 2001 the OSCE established a mission in the FRY, which has been providing assistance and expertise to the Yugoslav authorities in the field of democratization, judicial reform, protection of human rights and minorities, and media development.
