Kazakhstan: OSCE advocates a comprehensive approach to help strengthen stability

ALMATY, 5 June 2001 (OSCE) - The three dimensions of security of the OSCE - the human dimension, the politico-military, and the economic and environmental dimension - must be developed in a comprehensive manner in Kazakhstan to strengthen the stability and the economic perspectives of the country, stressed OSCE Chairman-in-Office, Mircea Dan Geoana. He concluded a two-day visit in Kazakhstan where he met the President, the Deputy Prime Minister, the Minister of Foreign Affairs, and political leaders as well as with representatives of the Parliament and civil society.
The Chairman-in-Office expressed the view that while distinct, the three dimensions must be implemented in an integrated way. "Respect for human rights, the proper functioning of democratic institutions and of the independent judiciary are directly linked to economic development", said Mr. Geoana during a meeting with leaders of political parties of Kazakhstan. He urged political leaders to pursue dialogue within the framework of the OSCE-promoted round table on elections in order to produce tangible progress before the upcoming local elections.
Mr. Geoana also met with representatives of civil society. Recalling the experience of change in Central Europe, Mr. Geoana stressed the painful and frustrating nature of all transitions. "The process of democratization is a train that cannot be stopped", said Geoana, who was encouraged by the pragmatic approach adopted by the current authorities of Kazakhstan. With the assistance of the OSCE Centre in Almaty and the OSCE Office for Democratic Institutions and Human Rights (ODIHR), progress has been made in the judiciary field, democratization, and awareness of women's rights. "Much of course remains to be accomplished", said Geoana, outlining the need to secure a free media landscape in the country, and the need to reach out to the country's regions.
"This country, together with the other states of Central Asia, benefits from a rich heritage and deserves a bright future", he said.
OSCE has been present in Kazakhstan since 1999. Its activities include initiatives in all of the three dimensions of security, ranging from fostering political dialogue between the government and the civil society to the promotion of gender, environmental awareness and economic development.
