OSCE Chair welcomes orderly conduct of elections in Bosnia and Herzegovina

VIENNA, 13 November 2000 - Pending the publication of official election results, the OSCE Chairperson-in-Office, Austrian Foreign Minister Benita Ferrero-Waldner, welcomed the peaceful and orderly conduct of the general elections in Bosnia and Herzegovina. "These elections represent an important contribution to the continued implementation of the Dayton Peace Accords," she said.

The Chairperson-in-office noted with satisfaction that a solid majority of the citizens of Bosnia and Herzegovina participated in these elections. The engagement of a large portion of the electorate was a sign of the continued interest of the voters of Bosnia and Herzegovina in having their voices heard with regard to the country's future.

"I welcome that more than 40,000 Bosnian citizens assisted in the organization of these elections and played a key role in administering the most efficient electoral process in Bosnia and Herzegovina so far. The participation of a high number of domestic observers and other civic groups represents an important step towards the local ownership of the electoral process," Ms. Ferrero-Waldner said.

The Chairperson-in-office called upon the new holders of office to implement the election results at all levels. "I further urge the present authorities to ensure an efficient and orderly transfer of power and to guarantee that the public resources and funds of the country are protected during the transition period. The adoption of an election law which meets European standards must be another key priority of the newly elected legislative bodies."

The Chairperson-in-Office finally reiterated the willingness of the OSCE to continue to support moderate forces in the country and to assist them to ensure the strengthening of civil society, the acceleration of economic reforms, the realisation of the rule of law and the functioning of common institutions. "In this context, I particularly want to underline the importance of measures to accelerate the return of refugees and displaced persons," Ms. Ferrero-Waldner concluded.
