134th Incident Prevention and Response Mechanism meeting takes place in Ergneti

ERGNETI, 8 September 2026 – The 134th Incident Prevention and Response Mechanism (IPRM) meeting took place today in Ergneti. The meeting was co-facilitated by Christoph Späti, Special Representative of the OSCE Chairperson-in-Office for the South Caucasus, and Jaana Napa, Deputy Head of the EU Monitoring Mission in Georgia (EUMM).

The EUMM and OSCE co-facilitators welcomed the continued commitment of all participants to the IPRM format and reiterated its importance as a practical platform for addressing security-related developments and matters impacting conflict-affected communities on both sides of the administrative boundary line (ABL).

While recognizing that limitation to freedom of movement remained, the co-facilitators welcomed more frequent opening of crossing points along the ABL. They underlined that greater opportunities for cross-ABL movement can improve the daily lives, livelihoods and sense of security of conflict-affected women, men and children, and encouraged further steps towards the full reopening of the crossing points.

Detention cases remained an important part of the discussions. The EUMM and OSCE reiterated their concern over continued detentions and called for a humanitarian approach to resolving all existing cases.

Participants also positively assessed the irrigation season and exchanged views on practical issues related to access to irrigation water for communities on both sides of the ABL. The co-facilitators encouraged further progress through continued engagement and reiterated their readiness to support efforts to address irrigation-related challenges.

All participants reaffirmed the key role of the EUMM-managed Hotline in facilitating the timely exchange of information and contributing to stability along the ABL. The Hotline continued to address a range of practical, security and humanitarian issues, including detentions, “borderisation” and socio-economic issues. 

The participants agreed to hold the next regular IPRM meeting on 22 October 2026.
