Press release, 10 June 2010: OSCE Office organizes first community policing conference in Azerbaijan
This conference, organized by the OSCE Office in Baku on 10-11 June 2010, aims at strengthening the capacities of the Azerbaijani police service through the exchange of experiences and best practices with international experts.
Background
The question "How do the police identify and deliver high-quality services to the community?" is the heart of the concept of community policing, and lays the foundation for a progressive policing philosophy.
Numerous countries of the former Soviet Union have recognized community policing as an essential step in reforming their police services, because it aims at improving communication and co-operation between the police and the public, developing citizens' trust in the police as a state institution.
Through its Police Assistance Programme, the OSCE Office in Baku has been supporting the Ministry of Internal Affairs for several years in its efforts to spread the philosophy of community policing and build police-public partnerships all over the country.
