The Bucharest Plan of Action for Combating Terrorism established a framework for OSCE anti-terrorism activities based on a number of UN Security Council resolutions, and specifies several new tasks.
The Plan called for policing activities to be expanded, and resulted in the creation of the Strategic Police Matters Unit and a Senior Police Adviser position in the OSCE Secretariat.
It assigned to the Co-ordinator of OSCE Economic and Environmental Activities the task of identifying socio-economic factors that can contribute to terrorism.
The Office for Democratic Institutions and Human Rights, the High Commissioner on National Minorities and the Representative on Freedom of the Media were called on to intensify efforts to promote human rights, tolerance and multi-culturalism.
