OSCE-wide YPS Roadmap

The OSCE-wide Roadmap for strengthening OSCE efforts on Youth, Peace and Security (YPS) is a product of the Finnish OSCE Chairpersonship 2025. It has been developed based on consultations conducted throughout the year, including with participants of the Chairpersonship Youth Forum that took place in Helsinki in July 2025.

The Roadmap provides OSCE structures, participating States and Partners for Co-operation a coherent framework to systematically advance the YPS agenda. It strengthens cooperation across the Organization and provides tangible options for concrete action. The recommendations are meant to give practical guidance and inspiration, are voluntary by nature and directed at different levels of ambition. Additionally, it offers an overview of OSCE commitments and activities on the YPS agenda, while highlighting also good practices for meaningful youth engagement. 

The Roadmap is a living document and may be updated and expanded as necessary.
