The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region compared with the previous 24 hours. The Mission heard small-arms fire 100m from its position near Kriakivka. Small-arms fire hit an SMM mini-unmanned aerial vehicle which fell to the ground near Vesela Hora.* The SMM observed fresh damage caused by shelling in Avdiivka. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations inside the Petrivske disengagement area and explosions assessed as rounds of multiple launch rocket system near the Stanytsia Luhanska disengagement area.

The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region between the evenings of 18 and 19 May compared with the previous reporting period. Between the evenings of 19 and 20 May, it recorded fewer ceasefire violations in Donetsk region and more ceasefire violations in Luhansk regions compared with the previous 24 hours. The SMM observed damage caused by gunfire to civilian properties in Pikuzy and Kriakivka. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it heard an explosion inside the Zolote disengagement area 300-500m from SMM patrols.

At 11:04 on 20 May, two SMM patrols consisting of ten members and four armoured vehicles positioned themselves about 20m south of a checkpoint of the armed formations inside the disengagement area near Zolote (government-controlled, 60km west of Luhansk) on its southern edge. All patrol members were outside the vehicles, five of whom were speaking with two unarmed members of the armed formations, and saw an additional five to eight members of the armed formations (one armed with an assault rifle (AK-type), the remainder unarmed) walking around the checkpoint inside the disengagement area. At 11:06, the patrol members heard an undetermined explosion 300-500m north (assessed as inside the disengagement area)...

The SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions compared with the previous reporting period. The SMM observed fresh damage caused by shelling in residential areas in Luhansk city, Sakhanka and Svitlodarsk. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near all three disengagement areas. The Mission heard an explosion less than 300m from its forward patrol base in Svitlodarsk. The SMM observed fresh damage caused by shelling in residential areas of Mykolaivka. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Stanytsia Luhanska and Zolote disengagement areas. The SMM observed fresh damage caused by gunfire and shelling in residential areas of Hranitne, Kozatske and Sakhanka. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Petrivske and Stanytsia Luhanska disengagement areas. The Mission continued to facilitate access to the Donetsk Filtration Station for Voda Donbassa water company employees in order to keep the station operational. It heard ceasefire violations close by, despite security guarantees, and immediately left the location and suspended operations in the area of the station. In Betmanove, the Mission followed up on reports of civilian casualties. The SMM followed up on reports of fresh damage to civilian properties caused by small-arms and automatic-grenade-launcher fire in Zolote-4. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and recorded ceasefire violations near the Zolote and Petrivske disengagement areas. Its access remained restricted in all three areas and elsewhere, including in Novolaspa and Kreminets.* The SMM observed weapons in violation of withdrawal lines near Vidrodzhennia. At 09:30 on 15 May, an SMM patrol consisting of six members and two armoured vehicles positioned itself on the H20 road about 1.6km south-east of Kamianka (government-controlled, 20km north of Donetsk) and about 1km west of the contact line....

The SMM recorded more ceasefire violations in Donetsk and Luhansk regions between the evenings of 11 and 12 May compared with the previous reporting period. Between the evenings of 12 and 13 May, it recorded more ceasefire violations in both Donetsk and Luhansk regions compared with the previous 24 hours. The SMM followed up on reports of a civilian casualty and damage to properties from gunfire in Dokuchaievsk and a residential area in Sakhanka. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Zolote and Stanytsia Luhanska disengagement areas and its access remained restricted there and elsewhere, including again in Kozatske and at a location near the border with the Russian Federation.* It continued to facilitate access to the Donetsk Filtration Station for Voda Donbassa employees and heard ceasefire violations in the area, despite security guarantees being provided. The SMM continued to facilitate and monitor repairs to power lines near Yuzhna-Lomuvatka. In Lviv, the SMM followed up on reports of an attack against members of the Roma community....

The SMM observed fresh damage caused by shelling in a residential area of Myronivskyi. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations inside the Petrivske disengagement area, as well as near the Zolote and Stanytsia Luhanska disengagement areas. Its access remained restricted in all three areas.* The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. The SMM recorded a sharp increase in ceasefire violations in Donetsk region and fewer ceasefire violations in Luhansk region, compared with the previous reporting period. The Mission observed damage as a result of shelling in Loskutivka. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and recorded ceasefire violations near the Zolote and inside the Petrivske disengagement areas. Its access remained restricted in all three areas and elsewhere, including in Dovhe and near Izvaryne in Luhansk region, at the border with the Russian Federation.*

The SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions compared with the previous reporting period. The Mission observed a fresh impact site on the eastern edge of Popasna. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and recorded ceasefire violations near the Zolote disengagement area. Its access remained restricted in all three areas and elsewhere, including near Voznesenivka in Luhansk region, at the border with the Russian Federation*.

The SMM recorded more ceasefire violations in both Donetsk and Luhansk regions compared with the previous reporting period. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske. It recorded ceasefire violations inside the Petrivske disengagement area and its access remained restricted there and elsewhere, including at a border area near Izvaryne (near the border with the Russian Federation)*. The SMM continued to facilitate access to the Donetsk Filtration Station for Voda Donbassa employees and heard ceasefire violations in the area, despite security guarantees. The SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions between the evenings of 4 and 5 May compared with the previous reporting period. Between the evenings of 5 and 6 May, it recorded more ceasefire violations in Donetsk region and fewer ceasefire violations in Luhansk region compared with the previous 24 hours. The SMM observed the impact of a projectile at the entry-exit checkpoint in Pyshchevyk.

The SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region, compared with the previous reporting period. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations inside the Petrivske disengagement area. The SMM’s access remained restricted in all three disengagement areas and elsewhere, including near Shevchenko, Debaltseve and Kreminets. The SMM’s access remained restricted in all three disengagement areas and elsewhere, including at one of the four crossing points visited at the border with the Russian Federation in non-government-controlled areas. The SMM observed a weapon in violation of withdrawal lines in Pobeda. The SMM continued to facilitate access to the Donetsk Filtration Station for Voda Donbassa water company employees to keep the station functioning; it heard ceasefire violations in the area despite security guarantees. It also continued to facilitate and monitor repairs to high-voltage power lines near Yuzhna-Lomuvatka and to the Petrivske pumping station. In Balakliia, the Mission followed up on reports of explosions at an ammunition storage depot. In Vinnytsia, the SMM monitored a gathering of internally displaced persons.

The Mission observed fresh damage to civilian properties caused by shelling in Dokuchaievsk. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded a ceasefire violation inside the Petrivske disengagement area. The SMM’s access remained restricted there as well as at a heavy weapons holding area and a permanent storage site in non-government-controlled areas of Donetsk region. The Mission observed weapons in violation of withdrawal lines near Novoselivka. The SMM followed up on reports of civilian casualties in Yasne and Trudivski area of Donetsk city’s Petrovskyi district and observed fresh damage caused by gunfire in the Petrovskyi district of Donetsk city. An SMM unmanned aerial vehicle (UAV) recorded soldiers pointing rifles and firing towards the UAV near Katerynivka; another UAV was jammed near Bohdanivka.* The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations inside the disengagement areas near Zolote and Petrivske. The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region between the evenings of 27 and 28 April, compared with the previous reporting period. Between the evenings of 28 and 29 April, it recorded fewer ceasefire violations in Donetsk and Luhansk regions, compared with the previous 24 hours. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations inside the Petrivske and the Stanytsia Luhanska disengagement areas; its access remained restricted there and elsewhere, including in Izvaryne, Kadiivka and Voznesenivka.* Members of the armed formations told an SMM patrol that it would be detained if it did not comply with requests to inspect SMM vehicles at a checkpoint north of Horlivka*. The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. The SMM observed damage in residential areas in Pikuzy and Bila Hora and followed up on reports of civilian casualties in Dokuchaievsk and Donetsk city. It continued to facilitate access to the Donetsk Filtration Station for Voda Donbassa employees and heard ceasefire violations in the area, including by a multiple launch rocket system, despite security guarantees. The SMM also continued to facilitate and monitor repairs to power lines near Yuzhna-Lomuvatka and confirmed that Vodafone services had been restored in several non-government-controlled areas of Donetsk region. At 14:00 on 28 April 2018, at a checkpoint north of Horlivka (non-government-controlled, 39km north-east of Donetsk) six armed members of the armed formations stopped an SMM patrol, comprising two armoured vehicles and five members travelling from government- to non-government-controlled areas of Donetsk region. They demanded to inspect the trunks of the SMM vehicles; the patrol complied with the request...

The SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions, compared with the previous reporting period. The SMM followed up on reports of a civilian injured by a mine blast near Yasne. The Mission observed damage to civilian properties caused by shelling in Zolote-5. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded a ceasefire violation inside the Zolote disengagement area. Its access remained restricted in all three disengagement areas as well as at a checkpoint near Kreminets.* The SMM observed weapons in violation of withdrawal lines in Kostiantynivka, Bakhmut, Vodiane, Bohoiavlenka and Popasna. The Mission saw anti-tank mines near Novotoshkivske and Zholobok for the first time and, again, in a non-government-controlled area south of the bridge near Shchastia. The SMM continued to facilitate and monitor repairs to power lines near Yuzhna-Lomuvatka, and to facilitate access to the Donetsk Filtration Station for Voda Donbassa employees. The SMM recorded more ceasefire violations in both Donetsk and Luhansk regions, compared with the previous reporting period. The SMM observed damage to civilian properties in a residential area of Yasynuvata. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Stanytsia Luhanska and Zolote disengagement areas and spotted new military presence inside the Zolote disengagement area. Its access remained restricted in all three disengagement areas.* The Mission observed weapons in violation of withdrawal lines on both sides of the contact line. The SMM saw for the first time anti-tank mines in a non-government-controlled neighbourhood of Zaitseve.

The SMM recorded more ceasefire violations in Donetsk and Luhansk regions compared with the previous reporting period. The SMM followed up on reports of a civilian casualty in Vrubivskyi. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations inside the disengagement areas near Stanytsia Luhanska and Petrivske, including shots fired 200m and 700m from a patrol inside the Stanytsia Luhanska disengagement area. Its access remained restricted in all three disengagement areas and elsewhere, including in Dovhe.* The Mission observed weapons in violation in Lysychansk and Vrubivka. The SMM continued to facilitate and monitor repairs of water pipelines in Maiorsk and electricity lines near Yuzhna-Lomuvatka, as well as to facilitate access to the Donetsk Filtration Station for its employees.

The SMM recorded more ceasefire violations in Donetsk and Luhansk regions, compared with the previous 24 hours. The SMM followed up on reports of civilian casualties in Dokuchaievsk and observed damage to a civilian house in Dokuchaievsk as a result of shelling. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; its access remained restricted in all three disengagement areas and elsewhere, including at a checkpoint near Kreminets. Between the evenings of 20 and 21 April, the SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region compared with the previous reporting period. Between the evenings of 21 and 22 April, the SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions compared with the previous 24 hours. The SMM observed fresh damage caused by gunfire or shelling in Pikuzy and Sakhanka, and impact sites in Popasna. Operations at the Donetsk Filtration Station resumed following facilitation by the SMM of access of Voda Donbassa employees to the station, however, the SMM heard ceasefire violations in the area despite security guarantees having been provided. The SMM also continued to facilitate and monitor repairs of a high-voltage powerline near Yuzhna-Lomuvatka. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske, and it recorded ceasefire violations assessed as inside the Petrivske disengagement area. Its access remained restricted in all three disengagement areas and elsewhere, including in areas outside government control near the border with the Russian Federation.* The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. Civilians expressed frustration due to the long waiting time at entry-exit checkpoints near Marinka, Kreminets and Olenivka.

The SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region, compared with the previous reporting period. Small-arms fire was directed at an SMM mini- unmanned aerial vehicle (UAV) near non-government-controlled Novohryhorivka in Luhansk region. The SMM followed up on reports of civilian casualties, including an employee of Voda Donbassa, in Donetsk city and Toretsk. Operations at the Donetsk Filtration Station remained suspended following the 17 April gunfire that wounded Voda Donbassa employees. The SMM recorded fewer ceasefire violations in Donetsk region and more ceasefire violations in Luhansk region compared with the previous reporting period. The SMM followed up on reports of three people wounded by small-arms fire near Donetsk city. The SMM saw fresh damage caused by shelling in residential areas of Staromykhailivka. The SMM visited the Yunkom mine amidst concerns of possible radioactive contamination from planned flooding. The Mission facilitated the access of Voda Donbassa water company employees to and from the Donetsk Filtration Station – after employees came under small-arms fire and were wounded by it the day before – resulting in the suspension of the DFS operations. The SMM saw damage caused by shelling in residential areas of Dokuchaievsk. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Stanytsia Luhanska disengagement area. Its access remained restricted in all three disengagement areas and elsewhere.*

Near Chabanivka, shots were again fired at an SMM unmanned aerial vehicle. Its access remained restricted in all three disengagement areas as well as near Izvaryne near the border with the Russian Federation, and in Starohnativka.* The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. The SMM continued to facilitate and monitor repairs to electrical infrastructure near Maiorsk, the Petrivske pumping station and a high-voltage powerline near Yuzhna-Lomuvatka. In Kyiv, the SMM followed up on reports of an incident involving firearms in a building where internally displaced persons are known to live.

The SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region between the evenings of 13 and 14 April, compared with the previous reporting period. Between the evenings of 14 and 15 April, it recorded more ceasefire violations in Donetsk region and fewer in Luhansk region compared with the previous 24 hours. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and recorded ceasefire violations inside the Petrivske disengagement area. The SMM heard shots in close proximity to its position while conducting a mid-range unmanned aerial vehicle (UAV) flight near the Petrivske disengagement area. Its access remained restricted in all three disengagement areas.* The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. The SMM continued to facilitate and monitor repairs to the Petrivske pumping station and a high-voltage powerline near Yuzhna-Lomuvatka. In Kyiv, the SMM followed up on media reports of an explosion near a one-storey building.

The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region compared with the previous reporting period. The SMM followed up on reports of civilian casualties and observed damage to civilian houses as a result of shelling in Donetsk city. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it heard an explosion near (but outside) the Stanytsia Luhanska disengagement area. Between the evenings of 7 and 8 April, it recorded fewer ceasefire violations in both regions compared with the previous 24 hours. Between the evenings of 8 and 9 April, it recorded more ceasefire violations in both regions, compared with the previous 24 hours. The SMM followed up on reports of a civilian casualty in Dokuchaievsk and observed damage to civilian properties caused by shelling in Sakhanka. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it observed ceasefire violations inside the Stanytsia Luhanska disengagement area. Its access remained restricted in all three disengagement areas, as well as, again, near Izvaryne, Dovzhanske and Voznesenivka (near the border with the Russian Federation), at a heavy weapons holding area in a non-government-controlled area, and in Staromykhailivka and Debaltseve.* The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. The Mission observed over 600 anti-tank mines in total for the first time near Zaitseve, Marinka and Avdiivka. In Zakarpattia, the Mission monitored the security situation around locations associated with the Hungarian parliamentary elections. In Zaporizhzhia region, it saw the fishing ship Nord moored at port. The Mission observed Easter celebrations at churches in various cities throughout Ukraine.

In Kyiv, the Mission monitored a gathering outside the Pecherskyi District Court and continued to monitor the situation outside a television station building. In Kherson, the SMM monitored a court hearing for the captain of a fishing ship. In Luhansk city, the SMM monitored a gathering in front of the SMM office....

At 12:14 on 5 April, an SMM patrol consisting of six members and two armoured vehicles was stationary, preparing for a scheduled flight of its mid-range unmanned aerial vehicle (UAV) while positioned on road H15, 2km east of a checkpoint of the armed formations east of Kreminets (non-government controlled, 16km south-west of Donetsk). Just before that, a blue Lada car (with plates AA237 and with “police” markings in Russian) travelling west to east turned around towards the SMM. Three men (one in camouflage clothing, two in blue police-type attire) then emerged from the car, each carrying an assault rifle (AK-variant, hanging down over their shoulders), and approached the patrol. The man in camouflage clothing introduced himself (in Russian) as a “commander of a special unit”. He said it was a “no-fly zone” and that they were not informed of the SMM’s activities with the UAV. The SMM explained the mandate of the Mission and its activities, including the operation of UAVs.

The SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region, compared with the previous reporting period. The Mission confirmed a civilian casualty in Donetsk city. Small arms were fired in areas where SMM mini-unmanned aerial vehicles (UAV) were flying near Novoselivka and near Shevchenko. The SMM long-range UAV experienced jamming. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske, and recorded ceasefire violations near, but outside, the Stanytsia Luhanska disengagement area. Between the evenings of 1 and 2 April, it recorded more ceasefire violations in Donetsk region and fewer in Luhansk region, compared with the previous 24 hours. The SMM observed damage to civilian properties caused by gunfire in Dokuchaievsk. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it observed ceasefire violations inside the Petrivske disengagement area and near the Stanytsia Luhanska disengagement area. Its access remained restricted in all three disengagement areas, as well as, again, in border areas near Izvaryne, Leonove, Sievernyi, Voznesenivka (near the border with the Russian Federation), at a checkpoint near Popasna and in Novohryhorivka.* The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. The Mission observed for the first time anti-tank mines near Zaitseve and Sosnivske. The SMM continued to facilitate access for workers to and from the Donetsk Filtration Station; it also facilitated repairs to the Petrivske pumping station near Artema and to a water pipeline near Maiorsk. The SMM monitored the administrative boundary line in Kherson region and a gathering in Bila Krynytsia, Chernivtsi region. In Kyiv, the Mission continued to monitor a group of people near the entrance to a television station.

Following a recommitment to the ceasefire, the SMM recorded a similar number of ceasefire violations in Donetsk region and fewer in Luhansk region compared with the previous reporting period. Three SMM unmanned aerial vehicles (UAV) were fired at in non-government-controlled areas. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske, where it observed calm situations. Its access remained restricted in all three disengagement areas and at the Chervona Mohyla railway station near Voznesenivka and at a border crossing point near Voznesenivka (both close to the border with the Russian Federation in Luhansk region), as well as to Novohryhorivka and Verkhnoshyrokivske.* The SMM observed weapons in violation of withdrawal lines in Luhansk city, Topolyne and Berkhivka. The Mission continued to facilitate access for workers to and from the Donetsk Filtration Station. The SMM also facilitated repairs to the Petrivske pumping station near Artema. In Kyiv, the Mission continued to monitor a group of people blocking the entrance to a television station.

The SMM recorded more ceasefire violations in both Donetsk and Luhansk regions compared with the previous reporting period. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and observed ceasefire violations assessed as outside the disengagement areas in Stanytsia Luhanska and Zolote. Its access remained restricted in all three disengagement areas and in Luhansk city, Verkhnoshyrokivske, Staropetrivske and at a border crossing point in Izvaryne, close to the border with the Russian Federation in Luhansk region.* The SMM observed weapons in violation of withdrawal lines near Svitlodarsk, Mykolaivka, Khrustalnyi, and Luhansk city and over 60 anti-tank mines on road M-03 between Svitlodarsk and Nyzhnie Lozove. The Mission observed damage caused by gunfire to civilian properties in residential areas of Sakhanka and Horlivka, where it also followed up on reports of a civilian casualty. The SMM saw a de-miner injured by an explosion near the Donetsk Filtration Station. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations in the Petrivske disengagement area and observed a soldier carrying a weapon inside the Zolote disengagement area. Its access remained restricted in all three disengagement areas and elsewhere. The SMM observed weapons in violation of withdrawal lines near Vodiane and Bohoiavlenka. The Mission continued to facilitate access for workers to and from the Donetsk Filtration Station; it also facilitated repairs to the Petrivske pumping station near Artema and to power lines near Semyhiria. In Kyiv, the SMM saw a makeshift memorial outside the Embassy of the Russian Federation honouring the victims of the shopping mall fire in Kemerovo in the Russian Federation...

In Kharkiv, the SMM saw flowers and candles laid outside the Consulate of the Russian Federation to commemorate the victims of the shopping mall fire in Kemerovo in the Russian Federation...
