Between the evenings of 19 and 20 May, it recorded fewer ceasefire violations in Donetsk region and more ceasefire violations in Luhansk regions compared with the previous 24 hours. The SMM observed damage caused by gunfire to civilian properties in Pikuzy and Kriakivka. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it heard an explosion inside the Zolote disengagement area 300-500m from SMM patrols.

At 11:04 on 20 May, two SMM patrols consisting of ten members and four armoured vehicles positioned themselves about 20m south of a checkpoint of the armed formations inside the disengagement area near Zolote (government-controlled, 60km west of Luhansk) on its southern edge. All patrol members were outside the vehicles, five of whom were speaking with two unarmed members of the armed formations, and saw an additional five to eight members of the armed formations (one armed with an assault rifle (AK-type), the remainder unarmed) walking around the checkpoint inside the disengagement area. At 11:06, the patrol members heard an undetermined explosion 300-500m north (assessed as inside the disengagement area)...

Between the evenings of 20 and 21 April, the SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region compared with the previous reporting period. Between the evenings of 21 and 22 April, the SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions compared with the previous 24 hours. The SMM observed fresh damage caused by gunfire or shelling in Pikuzy and Sakhanka, and impact sites in Popasna. Operations at the Donetsk Filtration Station resumed following facilitation by the SMM of access of Voda Donbassa employees to the station, however, the SMM heard ceasefire violations in the area despite security guarantees having been provided. The SMM also continued to facilitate and monitor repairs of a high-voltage powerline near Yuzhna-Lomuvatka. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske, and it recorded ceasefire violations assessed as inside the Petrivske disengagement area. Operations at the Donetsk Filtration Station remained suspended following the 17 April gunfire that wounded Voda Donbassa employees. The Mission facilitated the handover of possible human remains from Malaysia Airlines flight MH17. Spot Report by the OSCE Special Monitoring Mission to Ukraine (SMM): Armed men near Kreminets charge weapon near SMM patrol and threaten it

At 12:14 on 5 April, an SMM patrol consisting of six members and two armoured vehicles was stationary, preparing for a scheduled flight of its mid-range unmanned aerial vehicle (UAV) while positioned on road H15, 2km east of a checkpoint of the armed formations east of Kreminets (non-government controlled, 16km south-west of Donetsk). Just before that, a blue Lada car (with plates AA237 and with “police” markings in Russian) travelling west to east turned around towards the SMM. Three men (one in camouflage clothing, two in blue police-type attire) then emerged from the car, each carrying an assault rifle (AK-variant, hanging down over their shoulders), and approached the patrol. The man in camouflage clothing introduced himself (in Russian) as a “commander of a special unit”. He said it was a “no-fly zone” and that they were not informed of the SMM’s activities with the UAV. The SMM explained the mandate of the Mission and its activities, including the operation of UAVs.

The SMM observed damage caused by shelling to civilian properties in residential areas of Sakhanka. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Stanytsia Luhanska disengagement area and spotted military hardware, as well as previously seen mines inside the Petrivske disengagement area. Its access remained restricted in all three disengagement areas and elsewhere, including at border crossing points near Dovzhanske, Izvaryne, Sievernyi, and to Siedove (all close to the border with the Russian Federation), as well as to a heavy weapons holding area in a non-government-controlled area of Donetsk region. The SMM observed weapons in violation of withdrawal lines near Lozuvatske, Pidlisne and Sievierodonetsk. The Mission continued to facilitate access for workers to and from the Donetsk Filtration Station; it facilitated maintenance works to the Petrivske pumping station near Artema.
