Compared with the previous 24 hours, between the evenings of 23 and 24 December, the SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region. Between the evenings of 24 and 25 December, the Mission recorded more ceasefire violations in Donetsk and fewer in Luhansk region, compared with the previous 24 hours. Between the evenings of 25 and 26 December, it recorded fewer ceasefire violations in Donetsk and Luhansk regions, compared with the previous 24 hours. An armed man in camouflage clothing damaged an SMM vehicle and verbally insulted its patrol members in Khoroshe, Luhansk region. The SMM saw weapons in violation of the withdrawal lines on both sides of the contact line. The Mission recorded ceasefire violations inside the Zolote disengagement area. It observed for the first time unexploded ordnance inside the Stanytsia Luhanska disengagement area and in non-government-controlled areas of Donetsk region. Restrictions of the Mission’s access continued in all three disengagement areas. The SMM was also restricted at checkpoints of the armed formations near Yuzhna-Lomuvatka and Starolaspa, at a heavy weapons holding area in a non-government-controlled area of Donetsk region and near Izvaryne, a non-government-controlled area of Luhansk region close to the border with the Russian Federation.*

Between the evenings of 14 and 15 December, the SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions, compared with the previous reporting period. Between the evenings of 15 and 16 December, the Mission recorded fewer ceasefire violations in Donetsk region and more in Luhansk region, compared with the previous 24 hours. The SMM followed up on reports of a woman who had sustained injuries due to gunfire in Slovianoserbsk and two men injured in a grenade explosion in Krasnohorivka.

Compared with the previous reporting period, the SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region. The SMM recorded over 60 ceasefire violations inside the Zolote disengagement area. The Mission observed weapons in violations of withdrawal lines on both sides of the contact line. Compared with the previous reporting period, between the evenings of 7 and 8 December, the SMM recorded more ceasefire violations in Donetsk and Luhansk regions. Between the evenings of 8 and 9 December, the SMM recorded more ceasefire violations in Donetsk and Luhansk regions, compared with the previous 24 hours. Small-arms fire was directed at an SMM mini-unmanned aerial vehicle near Bila Hora.* The Mission observed weapons in violation of withdrawal lines in non-government-controlled areas of Luhansk region. The SMM continued to facilitate the operation of the Donetsk Filtration Station. Restrictions of the Mission’s access continued in all three disengagement areas. The SMM was also restricted at a checkpoint in Novolaspa and close to Voznesenivka, a non-government-controlled area of Luhansk region near the border with the Russian Federation.* The Mission observed a calm situation at the crossing point in Chonhar and other areas in the south-eastern part of Kherson region.

It continued to facilitate the operation of the Donetsk Filtration Station. Restrictions to the Mission’s access continued in all three disengagement areas. The SMM was also restricted in Izvaryne. In Kyiv, the SMM monitored a peaceful protest during which it heard participants expressing views critical of the Russian Federation and calling for banning Russian-owned businesses in Ukraine.

The SMM continued to observe hardships faced by civilians at checkpoints along the contact line and followed up on reports that civilians had remained after closing hours in the area between the checkpoint of the armed formations and the entry-exit checkpoint of the Ukrainian Armed Forces in Maiorsk. It facilitated and monitored adherence to the ceasefire to enable repairs to essential civilian infrastructure on both sides of the contact line, as well as to damaged houses in Marinka. The SMM continued to facilitate the operation of the Donetsk Filtration Station. The Mission followed up on reports of vandalism in a Polish Military Cemetery in Lviv. The Mission’s access remained restricted in all three disengagement areas and at a checkpoint near Novolaspa.

The Mission monitored a court hearing related to the detained Mekhanik Pogodin tanker; the court ruled that the tanker should continue to be detained. The Mission’s access remained restricted in all three disengagement areas. It was also restricted at two weapons storage sites in non-government-controlled areas of Donetsk region and near Novolaspa.*

Compared with the previous 24 hours, the SMM recorded more ceasefire violations in both Donetsk and Luhansk regions. The Mission followed up on reports of a man injured due to gunfire in Betmanove, Donetsk region. The SMM recorded ceasefire violations assessed as inside the Stanytsia Luhanska and Zolote disengagement areas. Its access remained restricted in all three disengagement areas.* The SMM observed fresh damage to one of the wooden ramps on the broken section of the Stanytsia Luhanska bridge. Between the evenings of 30 November and 1 December, the SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions, compared with the previous reporting period. Between the evenings of 1 and 2 December, the SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region, compared with the previous 24 hours. The SMM observed fresh damage in a residential area of Zolote-5/Mykhailivka. The SMM observed military presence inside the Zolote disengagement area. The SMM again observed multiple launch rocket systems in violation of the withdrawal lines in non-government-controlled areas of Luhansk region. The Mission’s access remained restricted in all three disengagement areas. The SMM observed multiple launch rocket systems in violation of the withdrawal lines in non-government-controlled areas of Luhansk region. The SMM followed up at entry-exit checkpoints on possible impacts of the introduction of martial law. The Mission’s access remained restricted in all three disengagement areas, as well as near Zaichenko, Novoselivka Druha and at compounds on both sides of the contact line.

Following developments at sea near the Kerch Strait, the SMM continued to monitor the security situation and observed protests in different regions of Ukraine. The Mission observed heavy weapons in violation of withdrawal lines in Karlivka and Lebedynske. The SMM recorded ceasefire violations inside the Zolote disengagement area and near the Stanytsia Luhanska disengagement area. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to the Petrivske pumping station near Artema and to enable an assessment of a water pipeline near Popasna. The Mission also continued to facilitate the operation of the Donetsk Filtration Station. In Zakarpattia and Lviv regions, the SMM monitored protests blocking roads leading to the international border crossing points in relation to import taxes. The SMM followed up on the security situation in relation to reported developments at sea, near the Kerch Strait, where on 25 November, three vessels of the Naval Forces of the Ukrainian Armed Forces – two artillery boats “Berdiansk” and “Nikopol” and one tug boat “Yany Kapu” – en route from Odessa to Mariupol had been involved in an incident with vessels of the Russian Federation. Reportedly, weapons were used, six sailors were wounded and the three Ukrainian vessels were seized...

Between the evenings of 17 and 18 November, the SMM recorded more ceasefire violations in both regions, compared with the previous 24 hours. The SMM saw recent damage caused by shelling to civilian properties in Zolote-5 and Kruta Balka. The SMM observed heavy weapons in violation of the withdrawal lines in non-government-controlled areas of Luhansk region. The SMM recorded a ceasefire violation inside the Stanytsia Luhanska disengagement area. The SMM continued to facilitate the operation of the Donetsk Filtration Station. In Kyiv, the Mission monitored a gathering in relation to attacks against civil activists, including Kateryna Handziuk. It also monitored a pre-announced gathering in support of transgender rights and saw two female participants being treated for pepper spray irritation. The SMM’s access remained restricted in all three disengagement areas as well as near Bezimenne, Novolaspa and Dovzhanske, an area close to the border with the Russian Federation.*

The SMM observed military-type presence and anti-tank mines in the Zolote disengagement area. The SMM’s access remained restricted in all three disengagement areas, as well as at a military compound near Starohnativka and near Leonove, close to the border with the Russian Federation.* The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. The Mission facilitated and monitored adherence to the ceasefire to enable repairs to houses and essential civilian infrastructure on both sides of the contact line. The Mission continued to monitor the situation of civilians living near the contact line in the Vilnyi neighbourhood of Zolote-4/Rodina. In Odessa, the SMM monitored a protest against illegal construction.

The SMM followed up on reports of vandalism to crosses commemorating Polish prisoners in Kolomiya during World War I. In Kyiv, the Mission followed up on an attack on St. Andrew’s Church and a ceremony in honour of political prisoners. The SMM observed the first meeting of the temporary parliamentary commission charged with investigating the death of Kateryna Handziuk. In Kherson, the SMM observed a court hearing related to the detained Mekhanik Pogodin tanker.

Two SMM mini-unmanned aerial vehicles came under small-arms fire in Kadiivka and Novotoshkivske. In non-government-controlled areas, the SMM monitored the security situation on the day of reported “elections” announced for 11 November. An SMM mini-unmanned aerial vehicle spotted fresh mortar impacts at the Bakhmut Agrarian Union’s pig farm near Novoluhanske. The SMM recorded ceasefire violations inside the Stanytsia Luhanska and Zolote disengagement areas. The Mission’s access remained restricted in all three disengagement areas as well as in three separate areas near the border with the Russian Federation, including Novoazovsk. On 4 November, the Mission heard an explosion 300-400m north of its location in Zolote-5/Mykhailivka as well as at least 15 bursts of heavy-machine-gun fire 500m from its location in the Stanytsia Luhanska disengagement area. It saw weapons in violation of withdrawal lines on both sides of the contact line. The Mission’s access remained restricted in all three disengagement areas.
