Albania became a participating State in 1992. In addition to chairing the OSCE in 2020, Albania hosts the Organization’s Presence in Albania, which was established in 1997. Albania is represented by a Permanent Mission to the OSCE in Vienna.

Every year, the political leadership of the OSCE rotates among the Organization's participating States. The country taking over the OSCE Chair co-ordinates activities and provides political direction throughout that year.
