Financial investigations are a cornerstone in the fight against human trafficking. Tracking money flows helps uncover the financial networks and key actors sustaining these crimes. Two parallel training courses on firefighting and first aid were organized for members of the Armed Forces of Montenegro, focusing on fire suppression techniques, the use of specialized vehicles and modern equipment, and the provision of first aid. The courses were supported by the OSCE Mission to Montenegro and the Swedish Civil Contingencies Agency (MSB).

A study visit to Berlin, held from 8 to 10 October, brought together Montenegrin Members of Parliament (MPs), organized by the OSCE Mission to Montenegro, the Regional Youth Cooperation Office (RYCO) Local Branch Office (LBO) and the Parliament of Montenegro. Discussions focused on advancing meaningful youth participation in decision-making and peacebuilding processes, strengthening the position of youth in society, and deepening regional co-operation.

On 14 October, as part of its ongoing commitment to preventing and addressing violence against women and girls and promoting the economic empowerment of survivors, the OSCE Mission to Montenegro provided immortelle plants, technical equipment, and materials to support the launch of an aromatherapy and cosmetics production program to SOS Helpline Nikšić.

Recognizing the importance of introducing gender-responsive budgeting through Parliament and government as an important step in achieving equality and removing barriers to public services, the Mission organized a workshop for staff of parliamentary committees and parliamentary units on this approach on 9 October in Podgorica.

Security and justice can only be achieved when institutions co-operate across the entire chain- from investigation to prosecution to adjudication. A forensic result, no matter how advanced, only has meaning when police investigators can use it, prosecutors can validate it, and judges can trust it. This was a key message at the 10th Regional Forensic Conference titled “Advancing Technologies in Facial Recognition, Fingerprint, DNA and Vehicle Forensics to Address Transnational Organized Crime.”

In response to a request from the Police Directorate to contribute to the overall effectiveness of the Regional Security Centre (RSC) “North”, the OSCE Mission to Montenegro provided technical equipment for six security centres and three police stations in Bijelo Polje, Berane, Kolašin, Mojkovac, Rožaje, Plav, Andrijevica, Gusinje, and Petnjica.
