Session 1 aims to identify obstacles and will prepare a set of recommendations on the enhancement of law enforcement co-operation and possible development of mechanisms to improve capacity of the participating States to counter drug trafficking, in particular from Afghanistan, to the OSCE area.

Session 2 will prepare recommendations on the enhancement of monitoring the manufacture, shipment, marketing and distribution of precursor-chemicals frequently used in the production of heroin, in order to prevent their diversion from legitimate trade to illicit channels.

The objective of Session 3 is to identify obstacles and prepare recommendations on the development of mechanisms to enhance participating States’ capacity to counter drug trafficking and to promote the integrity of relevant agencies in order to combat corruption.

Session 4 aims at consolidating the efforts of relevant international and regional organizations to combat the illicit drug supply. Recommendations will be worked out to find ways of co-operation and co-ordination based on proposals presented by keynote speakers and delegates of the conference.
