Since 2003 many OSCE participating States have not only introduced Machine Readable Travel Documents (MRTDs) and enhanced their MRTD issuing systems, but have also implemented the technologically more advanced and biometrically-enabled ePassport. According to the ICAO, currently 54 OSCE participating and Partner States issue electronic Machine Readable Passports (eMRPs or ePassports).

The steeply increasing number of electronic travel documents in circulation from different issuers underscores the utility of participating in the ICAO Public Key Directory. The PKD is a multilateral infrastructure for a facilitated exchange of public key certificates and certificate revocation lists used to verify electronic signatures that prove the authenticity of the data stored in the chips of electronic travel documents during inspection.
