Executive Summary: Independent Evaluation of the OSCE’s work on Energy Security

This is the executive summary of a report that provides an independent evaluation of the OSCE’s activities on energy security during the period 2010–2022. The assessment was conducted between October 2023 and June 2024 by a mixed team of the OSCE’s Office of Internal Oversight (OIO) staff and an independent energy security senior expert. It included initial in-house stocktaking and subsequent data collection and analysis, which entailed desk research, a field visit to the OSCE’s Programme Office in Dushanbe, interviews with the staff of the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA), and five additional OSCE Field Operations, as well as a survey distributed to representatives of the OSCE participating States.
