Report on the results of dialogue round tables “Between Elections Law and Security: What Aspects of Local Self-Governance Require Dialogue and Non-Standard Approaches?”

In 2020, the OSCE Project Co-ordinator in Ukraine (PCU) with the support of the Ministry for Communities and Territories Development of Ukraine held several dialogue round tables “Between Elections Law and Security: What Aspects of Local Self-Governance Require Dialogue and Non-Standard Approaches?” in Donetsk and Luhansk oblasts. These events were part of PCU’s project “Facilitating Dialogue on Reforms in Ukraine” and provided a platform for dialogue between stakeholders within the decentralization reform. Specifically, these discussions focused on the decision not to call local elections in separate communities of Donetsk and Luhansk oblasts in autumn 2020 due to security reasons. This report covers background analysis, challenges related to elections and security in both oblasts, as well as the results of discussions and proposals for stakeholders of the elections setting process.
