Review Confer­ences

Prior to an OSCE Summit meeting, the participating States meet for Review Conferences, which examine the Organization's progress in all three dimensions of security.

Background

The Review Conferences have their roots in the participating States' resolve to continue the multilateral process initiated by the first Conference on Security and Co-operation in Europe and laid down in the Helsinki Final Act of 1975. They decided to organize follow-up meetings and conferences, which is how the CSCECSCE

process continued between 1977 and 1989.

In 1990, the Charter of Paris for a New Europe changed this process by stipulating that the follow-up meetings would occur every two years and last a maximum of three months. The Helsinki Summit 1992 brought another change, altering the name of the follow-up meetings to ‘review conferences’ and deciding that they would precede the Summit meetings.

Between the signing of the Helsinki Final Act in 1975 and the institutionalization process initiated in 1990 and consolidated in 1992, four follow-up meetings took place. After this, three subsequent Review Conferences (or ‘review meetings’, as the Budapest Document 1994 called them) took place, partially in Vienna. Their final results were completed at the venue of the Summit.

The Review Conference for the 2010 OSCE Summit in Astana (1–2 December 2010) took place in Warsaw, Vienna and Astana between September and November 2010.
