OSCE Office in Baku conducts training on implementing new law on the rights of detainees

From 28 February to 2 March 2013, the OSCE Office in Baku is holding a training session on complying with the rights of suspects and accused persons in line with OSCE commitments and other international standards, including the European Convention on Human Rights. Legal and law enforcement officials, as well as representatives of the Ombudsman Office and civil society organizations, are taking part in the course.
Local and international experts will discuss the new requirements in the law on the rights of detainees, particularly regarding timely recording and reporting. The training session brings together all relevant actors involved in the treatment of detainees as well as in preventing and addressing any form of ill-treatment through judicial remedies. It follows a “train-the-trainers” methodology to build the capacity of the local trainers and ensure sustainability.
The event is organized in co-operation with the Azerbaijan Lawyers` Confederation and the Council of Europe Office in Azerbaijan.
As part of its detention monitoring programme, the OSCE Office in Baku extensively contributed to the development of legislation on the treatment of detainees, which entered into force in July 2012. The Office will continue supporting the effective implementation of the new law through capacity-building activities.
